Why does it take so long for harley parts to come in?

Everytime I order parts for my Buell, I have to go through Harley and it takes like 2 weeks for one stupid bolt to come in. why is that? do they only pay people to make parts AS needed?

Also on a side note, what is up with the Harley dogma?
